Guan Hua, male, Han nationality, from Guangshan, Henan Province, holds a Master's degree in Law, a Doctor of Law, and a Postdoctoral Fellow in Education. He is a professor and doctoral supervisor at the Law School of Guangxi University. His main research fields include constitutional and administrative law, educational law, and internal party regulations.

He serves as a director of the Chinese Constitutional Society, a director of the Chinese Legislative Society, an executive director of the Education Policy and Law Research Branch of the Chinese Education Society, and a director of the Cross Strait Relations Law Research Association, Vice President of Guangxi Constitutional Society, Vice President of Guangxi Administrative Law Society, Legislative Expert Advisor to the Standing Committee of the 14th Guangxi People's Congress, Legal Consultation Expert of Guangxi Law Society, Legal Advisor to the 15th People's Government of Nanning City. Published 40 CSSCI papers and adopted 20 think tank achievements. He won 2 first prizes in provincial philosophy and social sciences. His published works such as Original Theory of Educational Law and Research on Children's Rights, have had a certain influence in the field of educational law.
